Bobby Scott said VA clinics in Hampton Roads are facing staffing problems due to a hiring freeze and layoffs—North Battlefield Clinic in Chesapeake has hired fewer than half its needed staff since it opened in April—adding that earlier plans to cut thousands of jobs have worsened recruitment efforts.
